PIFSC and Peer Reviews by the Center for Independent Experts (CIE)

The primary outlet of scientific findings is in peer-reviewed journals, where work is subjected to a high standard of scrutiny before publication. To ensure the highest standards of scientific credibility in all of PIFSC work, critical review of certain technical reports and scientific products produced by PIFSC staff, or with involvement of PIFSC scientists, assists in maintaining that standard. These documents and reports can be important components of management deliberations and decisions by NOAA Fisheries and our clients, and, as such deserve careful scrutiny to ensure accuracy and completeness. The NOAA Fisheries Office of Science and Technology provides the agency with the opportunity to conduct independent peer-review of important scientific work through a contract to the Center for Independent Experts (CIE).

Decisions on which scientific work to submit for peer reviews are made jointly by the PIFSC divisions involved and the Directors Office, subject to availability of funding from the Office of Science and Technology or other sources. Reviews may be conducted on fisheries stock assessments, biological opinions, a Center research program, Endangered Species Act Status Reviews, or a host of other topics that require critical review.

While we strive to use the CIE for important peer reviews, the Center's Western Pacific Stock Assessment Review (WPSAR) process is complementary (utilizing the CIE for panel selection) but with a focus on fisheries stock assessments that have management implications. WPSAR reviews have an SSC Chair who drafts a summary report while the CIE reviews have no chair and no consensus report.
