WPacFIN Fisheries Data Coordinating Committee (FDCC)

NMFS created the Western Pacific Data Goals Committee in 1982 to address the need for cooperation and interaction of many agencies in fisheries data in the western Pacific region. There is a formal memorandum that serves as the terms of reference for the committee. The name was later changed to the WPacFIN Fisheries Data Coordinating Committee (FDCC), which has a Technical Subcommittee (TS) to address technical issues relating to WPacFIN.

FDCC representatives include:

Directors of each participating state or territorial fisheries agency
American Samoa Department of Marine and Wildlife Resources
CNMI Department of Lands and Natural Resources, Division of Fish and Wildlife
Guam Department of Agriculture, Division of Aquatic and Wildlife Resources
Guam Bureau of Statistics and Plans
Hawaii Department of Land and Natural Resources, Division of Aquatic Resources
Director of PIFSC
PIRO Administrator
Executive Director of the Western Pacific Regional Fishery Management Council

The FDCC maintains confidentiality and autonomy with respect to data sharing agreements between WPacFIN and each member agency, focusing on communication and leadership to achieve technical goals relating to common fisheries monitoring and reporting requirements. The FDCC meets at least once a year, generally scheduled around existing meetings of the Western Pacific Regional Fishery Management Council (the Council) to maximize attendance and minimize travel expenses and impacts on member's schedules. The Technical Subcommittee meets less frequently as an entire group, but WPacFIN staff works individually with all island agency TS members and other agency staff on regular week-long site visits about 3-4 times per year to each island.

The WPacFIN FDCC and its Technical Subcommittee have assisted in planning and communication amongst all the agencies regarding data needs for decades. The WPacFIN Program Manager is the FDCC's Executive Officer, and the directors of participating state or territorial fisheries agencies and the Council Executive Director serve as its Chairperson on a rotating annual basis. Because of its makeup, the FDCC also plays an advisory role to the Council.
